Rep. Suansing warns DENR of budget cut for failure to act on Manila Bay pollution

Nueva Ecija 1st District Rep. Estrellita Suansing has expressed disappointment over the performance of the Department of Environment and Natural Resources (DENR) in addressing pollution, such as in Manila Bay and Laguna Lake, as she warned of the reduced budget for the department.

Suansing issued the warning during the presentation by DENR Secretary Roy Cimatu of his agency’s proposed budget for 2019 during the hearing of the House committee on appropriations.

Suansing, chairperson of the Committee on Ecology, said Congress could have helped Cimatu address the Manila Bay water pollution problem had he attended even just one of the numerous meetings of the ecology panel.

“The committee tackled the issues on Manila Bay and Laguna Lake. We could have helped you because we have identified the problems affecting Manila Bay,” Suansing said.

She said Congress can help DENR by amending laws like granting the department police powers.

“Because as of now, kahit ho cancelled yung ECC (environmental compliance certificate), kahit walang ECC tuloy tuloy ang pag operate ng mga resorts kahit walang solid waste facility, katulad sa nangyari sa Boracay,” Suansing said.

Suansing said she will make a motion to reduce the budget of the DENR to P100 because she was disappointed with the accomplishments of the DENR.

The DENR is proposing P24.171 billion for next year which is lower than the 2018 budget of P24.911 billion.
