Nueva Ecija and Sultan Kudarat solons want elderly to be given preferential treatment in transport services
After receiving reports that some transport providers and terminals are not providing priority access and assistance to senior citizens, two politikos, one from Nueva Ecija and the other one from Sultan Kudarat, have come up with the brilliant idea of amending Republic Act 7432 also known as “Expanded Senior Citizen Act of 2010.
According to Nueva Ecija 1st District Rep. Estrellita B. Suansing and Sultan Kudarat 2nd District Rep. Horacio P. Suansing, Jr., the amendment of Republic 7432 would ensure the proper implementation of the said law and provide the elderly with full access to public transport facilities.
They are planning to do this with their proposed House Bill 4635 intends to cover all forms of public transport such as airports, seaports, train stations, and public utility vehicle terminals, and all ports of entry and exit.
The Nueva Ecija solon said Section 5 (f) of RA 7432, as further amended by Republic Act No. 9994, provides for the development of a program to assist senior citizens in fully gaining access to public transport facilities.
“However, there are reports that some transport providers and terminals have not been providing priority access and assistance to senior citizens. In order to ensure the proper implementation of the said law and ensure that senior citizens are granted the privileges that they deserve, there is a need to further amend certain provisions of Republic Act 7432, as amended,” the lady politiko stressed.
The Sultan Kudarat solon said House Bill 4635 seeks to concretize special privileges that should be granted to senior citizens.
“The passage of this bill will advance and protect the well-being of the elderly and recognize that senior citizens are integral part of Philippine society,” he added.
House Bill 4635 seeks to amend Section 5 (f) of RA 7432 titled “Access to Public Transport” so that the Department of Transportation (DOTr) shall develop a program to assist senior citizens to fully gain access to public transport facilities.
This program shall give senior citizens special privileges on public transport services and amenities including, but not limited to the following:
(1)priority handling and assistance during ticketing, security check, check-in, immigration, boarding, disembarkation, luggage pick up and customs clearance:
(2)priority on seat assignments; and
Within 60 days from the effectivity of the Act, a Committee composed of the following shall formulate and adopt amendments to the existing rules and regulations implementing RA 7432, as amended, to carry out the objectives of the Act:
(a)The Secretary of the Department of Social Welfare and Development (DSWD);
(b)The Secretary of the Department of Transportation (DOTr);
(c)The Secretary of the Department of Trade and Industry (DTI); and
(d)Other representatives of concerned entities and key stakeholders, as determined by the Committee as members.
