Gov. Alvarado issues EO vs vehicle overloading in Bulacan

Governor Wilhelmino M. Sy-Alvarado has issued an executive order (EO) against overloading of vehicles in Bulacan province and created a task force that will monitor its implementation.

EO No. 05 series of 2018 signed on Wednesday, April 18, calls for the strict implementation of pertinent provisions of Republic Act No. 8794 or the Vehicle Users Charge on Owners of All Types of Motor Vehicles and for other Purposes, specifically overloading proscription upon trucks, trailers, buses and other motor vehicles within the province.

Alvarado said that no motor vehicle shall load beyond their prescribed gross vehicle weight and no axle load shall exceed 13,500 kilograms.

These are in accordance with the Joint Implementing Rules and Regulations issued by the Department of Public Works and Highways (DPWH) and then Department of Transportation and Communications (DOTC), he said.

Under the EO, Alvarado also created a task force, dubbed as “Provincial Anti-Overloading Monitoring Team.”

Alvarado, being the provincial governor, is the overall chairman of the task force, while the chairman of the Committee on Public Works as vice chairman.

The members are the heads of the Provincial Engineer’s Office, Bulacan Environment and Natural Resources Office and Provincial Police Office.

The governor said that under Section 6 of RA 8794, the penalty for overloading is an amount equivalent to 25 percent of the Motor Vehicle User’s Charge (MVUC).

The EO shall take effect immediately. #
