Ex-Tarlac mayor faces graft raps over cemetery project
Former Mayantoc, Tarlac mayor Tito Guerrero Razalan has been charged with graft over the alleged anomalous awarding of the P24.8-million contract for the creation of a cemetery.
The Office of the Ombudsman filed the case before the Sandiganbayan after finding probable cause to indict him.
The Ombudsman also included as his co-defendants Bids and Awards Committee (BAC) chair Rodolfo Felipe Corpuz; BAC members Nilda Laguna Salazar, Florence Bunao Bueno, Marilene Samaniego Bedania, and Juan Mercado Bala; and JQG Construction proprietor Jose Quiambao De Guzman Jr.
Records show that the contract for the Mayantoc Memorial Park project was awarded to JQG in 2009.
However, the Ombudsman discovered irregularities in the awarding of the contract including BAC’s failure to require JQG the payment of P5,000 for the bid documents and the 20 percent underpayment for performance and warranty securities.
Despite the irregularities, the Ombudsman said JQG still received the P24.8 million for even though the project was not completed
