Ex-Meycauayan mayor Alarilla charged with graft over ghost projects
Former Meycauayan City, Bulacan mayor Joan Alarilla has been charged over the alleged ghost purchase of construction materials worth P44.55 million.
The Office of the Ombudsman filed before the Sandiganbayan one count of graft and 33 counts of malversation through falsification against Alarilla.
The case stemmed from the purchase of construction materials in 2007.
However, the Ombudsman accused Alarilla of giving unwarranted benefits to L.C. San Pascual Construction Supply and VSP Trading and General Merchandise.
The Ombudsman pointed out Alarilla awarded the 33 contracts to the two suppliers without the required public bidding; resorted to the splitting of contracts in violation of the Government Procurement Reform Act and other pertinent rules; failed to validate the veracity of the disbursement vouchers; and allegedly falsified requests for price quotation and other documents.
Upon investigation, the Ombudsman also discovered the projects were not actually implemented.
