Bulacan Cong Silverio’s bill on proper service charge allocation hurdles committee level
A bill authored by Bulacan 3rd District Representative Lorna Silverio guaranteeing the entire allocation of collected service charges from hotels, restaurants and other establishments to covered employees has passed the committee level in the House of Representatives.
Silverio said Wednesday on her Facebook page that House Bill 5911 has been approved by the House Committee on Labor and Employment.
The proposed legislative measure was filed in June last year, and has been pending at the Committee on Labor and Employment since July last year.
In her explanatory note for the bill, Silverio said the government must protect the workers’ rights and promote their welfare by amending Article 96 of the Labor Code, which entitles employees only to 85 percent share of service charges or tips pair or given by customers in service-oriented establishments.
By ensuring that 100 percent of service charges be given to all covered employees, it could boost the morale of employees, and therefore improve customer service and overall client satisfaction.
“We must take into consideration that these are added benefits that can provide for a worker’s daily fare, meal, or any expense that the service charge can cover,” Silverio said.
