Arroyo amendment to CAR law gets support from Catanduanes
The Catanduanes provincial government is supporting Pampanga 2nd District Representative Gloria Macapagal-Arroyo’s bill amending the Comprehensive Agrarian Reform (CAR) Law.
The Catanduanes provincial board recently passed a resolution supporting the bill, particularly the amendment to Sections 27 and 71 lifting the restriction to mortgage and/or encumber the land awarded to them to acquire loans.
“Lifting these restrictions in the Comprehensive Agrarian Reform Law will be a welcome reprieve and will bring benefits to our farm being the basic tenets of the proposed bill, and it will redound to the benefit of a greater number of constituents if its province who are holders of CLOA, thus this resolution is hereby introduced in full support if and as a strong endorsement of House Bill No. 2211,” the resolution stated.
Arroyo’s bill mandates that all proceeds of any loan,obtained shall be exclusively devoted for the improvement and/or development of the land awarded or the procurement of the necessary agricultural inputs and establishment of facilities which will enhance the production processing or marketing of agricultural products or increase farm productivity and income.
The former president said lifting these restrictins in the CAR Law will be a welcome reprieve to famers.
“Not only will this enhance their chances of gaining credit but it will also equip them with the necessary tools to improve their living conditions,” Arroyo said.
