N. Ecija Cong Violago’s bill granting PWDs mandatory PhilHealth coverage passes 3rd reading
A bill principally authored by Nueva Ecija 2nd District Representative Micaela Violago for the mandatory PhilHealth coverage of all persons with disability has passed the third and final reading at the House of Representatives.
According to a House of Representatives statement on Thursday, House Bill 8014 titled, “An Act Providing For the Mandatory PhilHealth Coverage of all Persons with Disability (PWD)” was supported by all 204 congressmen present at the plenary voting.
Violago cites a World Health Organization article that says people with disabilities have less access to health care services, hence, experiencing unmet health care needs, despite having the same needs as non-disabled people.
“The article further states that evidence also suggests that people with disabilities face barriers in accessing the health and rehabilitation services they need in many settings,” the politiko said.
“This should not be the case,” she added.
The funding for the program will be sourced from the excise tax on alcohol and tobacco products.
Fellow author Rep. Alfredo Garbin, Jr. of Party-list AKO BICOL said almost 1.5 million household population in the country, or about 1.57 percent, have PWDs, according to the 2010 Philippine Census.(END)
