Diokno calls Arroyo as ‘master of reenacted budget’
Budget Secretary Benjamin Diokno called Wednesday former President and now Speaker Gloria Macapagal-Arroyo as the “master of the reenacted budget.”
Diokno made the statement amid the impasse on the proposed P3.757 trillion budget for next year at the House of Representatives.
“You know, the present Speaker now, GMA (Gloria Macapagal-Arroyo), on the nine-and-a-half years that she governed, she had three reenacted budgets. If you remember that. So, she is the master of the reenacted budget,” he told reporters in his regular Wednesday morning forum at the Department of Budget and Management (DBM) office in Manila.
The House committee on appropriations led by Davao City Rep. Karlo Nograles has suspended the hearings on the proposed budget for 2019 until such time that the DBM and the Development Budget Coordination Committee (DBCC) agree to return to the obligated-based budgeting from the cash-based budgeting.
But Malacanang has remained firm to use the cash-based budgeting, which is aimed at fast-tracking the implementation of the projects and to lower underspending.
Diokno said a reenacted budget for 2019 is the administration’s last option.
But he assured that once the government resorts to a reenacted budget, the Executive would not abuse its power.
