Arroyo inspects flood control project in home province
House Speaker Gloria Macapagal-Arroyo inspected on Friday a flood control project in Floridablanca, Pampanga, which falls within the legislative district she represents in Congress.
Arroyo, Pampanga 2nd District Representative, said the slope protection construction in Barangay Maligaya helps address the problem of poverty in the village.
“Maligaya is the smallest barangay of Floridablanca and one of the poorest. And one of the causes of poverty is that, they are always flooded,” Arroyo told reporters.
“So, one of the solutions to their problem is (addressing the) flooding,” she added.
“Maligaya is in the urban area, but they are always flooded. So here is the solution.”
The former president pointed out though that Pampanga’s poverty rate is only seven percent, or “maybe even lower.”
But while “we are fortunate that Pampanga is middle class,” “we have to know what’s the cause” of the “pockets of poverty” in the province, such as the case in Barangay Maligaya, Arroyo said.
