Arroyo approved of the need to amend proposed Charter provisions: Cebu solon

House Speaker Gloria Macapagal-Arroyo approved the move of Congress to amend certain provisions of a draft Charter that apparently skipped the Vice President from the line of succession to the President, a lawmaker from Cebu said Thursday.

Cebu City 1st District Representative Raul del Mar said Arroyo, currently Pampanga 2nd District Representative in Congress, “shared the sentiment that it needs to be corrected,” the House of Representatives said in a statement.

Congress, on Del Mar’s motion last Wednesday, decided to recommit Resolution of Both Houses 15 to the Committee on Constitutional Amendments after its Paragraph 2, Section 4, Article 17 drew controversy for designating the incumbent Senate President as the President of the Philippines in case vacancy arises.

“I was in the Office of the Speaker to discuss CA matters… After we have already finished that, the issue came up. And so, both of us shared the sentiment that it needs to be corrected,” Del Mar said.

He said Arroyo did not only merely agree to his motion, but even directed to fast track the recommitment of RBH 15 to the appropriate committee for its amendment.

When he pointed out that it needs the support of the Majority in the House, “she said, I’ll take care of that,” Del Mar said.

“She called Majority Leader Andaya and so that was the last… until on the floor, Majority Leader Andaya approached me and asked me if I was going to make that motion. I said, by all means, if you allow me to; and more important than allowing me to, if you support it,” he continued.

The term limits provisions in the draft Charter will also be subjected to further deliberations, Del Mar said.

Senator Leila de Lima described the flawed bill as “a preemptive power grab” and called the push for charter change as “a sneaky political move amidst speculations on Duterte’s deteriorating health.”

“It is therefore more than a coincidence that this feature was belatedly pulled out of Arroyo’s draft charter as soon as Duterte assured his allies that he is free of cancer. But this is no guarantee that it won’t be re-inserted at some other time,” she said.(END)
